Residential Electrical Services (RES)
RES is a lot of things. It is in large part, an advertising co-op we developed to allow our Union Residential contractors to share advertising. IBEW Local 46 pays for several yellow page and website ads plus direct mail ads that have phone numbers which are routed to an answering service. The answering service then refers those calls on a rotational basis to our Residential contractors who have signed up to participate.
However, it has many other parts to it as well. It has a business development component, which includes business and estimating classes, unit pricing manuals and paid membership to the local Master Builders Association. It has a labor supply component which consists of organizers visiting nonunion residential jobsites and having nonunion residential electricians fill out surveys that look a lot like a resume. Those surveys are then used as a list of qualified electricians for our Union contractors to draw from as work becomes available.
RES has and continues to evolve over time. We started a media panel rebate program. If a Union contractor installs a media panel in a new home, the Union rebates the contractor. The idea is that a Union contractor can market to a builder that the Union contractor can be competitive with any other nonunion contractor on price with the added bonus that the Union contractor can install this media panel at no cost to the builder. This allows the builder to up-sale other low-voltage components to the customer furthering both the builder and the Union contractors potential for additional profit centers.
Another major component to our program is our Residential Agreement. We went to work on removing all language in the Agreement that put our Union contractors at a disadvantage to their non-union counterparts. As a result, our Agreement is only four pages long. In fact, wages are merit based in our Agreement. Obviously, there are probably not many Union Agreements with merit based wages, but our thinking was with only 2% market share we were in no position to demand an expensive, complicated Agreement. Instead, we want to get market share and then negotiate improvements from a position of strength.
Parts of this program began in late 2003, but we really invested in it in 2005. At that time, IBEW Local 46 had between 2 to 5% of the residential Market Share with 49 residential workers paying into our trust funds. At the end of 2007 we had approximately 30% market share with 167 residential workers paying into our trust funds, plus we had Union contractors from adjoining jurisdictions working in our jurisdiction.
We have come along way with RES but the job is not finished. We will continue to work with our Residential unit and our contractors to figure out ways to increase market share and get a better grip on this sector of our industry.
